People articulate requests in terms of solutions rather than goals. Someone asking for a word that means happy may not necessarily be looking for a synonym: they are looking for the right word for a specific context they have not described. The surface request is an imprecise proxy for what the person actually needs. Systems that respond only to the proxy return technically correct answers to the wrong question.
